Photoshop Express is different. It's pretty much an all-in-one online solution for anyone who doesn't need the level of detail and complexity that the full version of Photoshop offers. You can upload, manage, pick your favorites and store them in albums, enhance, get creative, and finally share your photos with others in some really cool ways. It may not have all the features that the full version of Photoshop does but it's a lot easier to use and let's you be creative in ways that Photoshop doesn't.
Beta just means that this isn't the real product release of Photoshop Express. Essentially, Adobe has handed it to the masses to test out and see how they like it. Then they'll use the feedback they get to tweak Photoshop Express, add features, and eventually release the full product.
